Military Benefits

CSU Global offers additional benefits for veterans, including military assistance and special military tuition rates. This discount is available to the following degree- or certificate-seeking individuals:

• Active-duty servicemembers, providing a copy of current orders, an LES, or another document clearing identifying active-duty status.
• Military and Veteran spouses and dependents.
• Veterans (retired/separated personnel) with an honorable discharge who provide a copy of a DD214 showing Character of Service.

Effective January 16, 2023, CSU Global is further lowering its undergraduate tuition rate to $250 per credit hour for active-duty, guard, and reserves personnel. The rate, which expands on CSU Global’s already-discounted military tuition cost, also applies to spouses and qualified dependents of active-duty service members. All graduate-level programs (master’s degrees and graduate certificates) will remain at the discounted rate of $450 per credit hour. In addition, the 10% discounted rate will continue to apply for all programs, both undergraduate and graduate, for veterans and their spouses and dependents.

CSU Global Tuition Per Credit Hour Effective January 16, 2023

If you are utilizing VA or TA benefits, your discount will be applied upon receipt for your Certificate of Eligibility or TA Authorization. If you will not have your TA Authorization or Certificate of Eligibility in your first term, you will need to submit your (or the servicemembers in cases of dependents/spouses) LES or DD-2214 showing honorable discharge. If you are not utilizing VA or TA benefits, you will need to submit your (or the servicemembers in cases of dependents/spouses) LES or DD-214 showing honorable discharge for review and any applicable discount applied to your account.

Admitted students must submit their Degree Plan to their Education Center in order to receive a TA Authorization Form. Please note that your TA Authorization Form must be obtained from your Education Center prior to the start of each course, and must be submitted no later than the 7th day of the term. For specific deadlines for requesting TA, please contact your education office at your local military installation.

Once your degree plan is approved, submit your TA Authorization Form to military.benefits@CSUGlobal.edu or upload into your student portal.

By signing the TA Authorization Form, you give your consent for CSU Global to share information regarding your academic record with your branch of service, which is required in order to process your TA in compliance with the Family Educational Rights and Privacy Act of 1974 (FERPA).

• Diff Different services have different TA education benefits. Each service sets an annual TA rate and governs the process for administering their TA program. If you have questions about your benefits, please contact your Education Center.

If you are utilizing VA benefits and are unsure what type of benefits you should receive, you can get that information from the U.S. Department of Veterans Affairs. You can also access the VA’s online application through the VA benefits website.

If it is your first time utilizing your chosen VA benefit type, the VA Regional Office in St. Louis, MO may take 8-12 weeks to process applications for educational benefits, so early registration is encouraged.

Chapter 30 – Montgomery GI Bill Active Duty (MGIB)

Chapter 31 – Veteran Readiness and Employment (VR&E)

Military Information Form – available in your student portal after admission

Electronic Authorization (Tungsten PO) – You will need to work with your VR&E counselor to finalize your benefit approval. They will send this authorization directly to CSU Global when finalized.

Chapter 33 – Post 9/11 GI Bill

• Military Information Form – available in your student portal after admission
• Application for Benefits (VA form 22-1990) – if it is your first time using this benefit type

Chapter 35 – Dependents Educational Assistance (DEA)

• Military Information Form – available in your student portal after admission. Be sure to provide complete and accurate CH35 File # (typically the SSN of the qualifying Veteran) as well as the first and last name of the qualifying Veteran.

Chapter 1606 – MGIB-Selected Reserve

Federal Military Tuition Assistance (Active Duty, Reserves & Guard)

• Military Information Form – available in your student portal after admission
• Tuition Assistance Authorization (TA Auth) – You will need to work with your education office to get approval and obtain a Tuition Assistance Authorization. Once you are registered for your courses, you can find a copy of your degree plan and your invoice on your Student Portal. This document is required for every term that you intend to use TA benefits.

Colorado National Guard Tuition Assistance (State TA)

• Military Information Form – available in your student portal after admission
• Tuition Assistance Authorization (TA Auth) – You will need to work with the State TA to get approval and obtain a Tuition Assistance Authorization. Application periods for State TA are only open 3 times per year. Please see the State TA website or the Important TA Information below for additional information

CSU Global will return any unearned tuition assistance (TA) funds on a proportional basis through at least the 60 percent portion of the period for which the funds were provided. TA funds are earned proportionally during an enrollment period, with unearned funds returned based upon when a student stops attending. Refunds will be processed within 30 days from the date the withdrawal is posted. In instances when a Service Member stops attending their online courses due to a military service obligation, students may be eligible to complete the tuition appeal process.

For any student using TA funds to pay for online educational costs at CSU Global who withdraws prior to completing 60% of their course(s), CSU Global will return any unearned TA funds to the Government based on a student’s attendance and date of withdrawal. CSU Global will calculate the return of unearned TA funds using the following formula once LDA (last day of attendance) has been determined: Number of days completed / Total days of the course (start to end date) = percent earned Table shows the percentage of TA funds returned according to the last date of attendance and withdrawal from course

**Represents 60% of the course completed.

Using the calculation above, CSU Global will return some or all of the TA funds awarded to Service Member who did not complete at least 60% of each course. This may create a balance on the CSU Global student ledger or a balance due to the military service branch. In some instances, a student could owe both CSU Global and the military service branch. This will depend on how much of the term was completed at the time of withdrawal.

Students who are considering a course withdrawal are encouraged to speak with their student success counselor about their options, and the financial and academic prior to making this decision. Please feel free to contact us with any additional questions you may have.

Once all required documentation is received, CSU Global will electronically certify your enrollment through the VA Enrollment Manager system. Benefits are certified starting 2 weeks prior to the start of a term, based on course registration and utilize a two part certification process.

The initial certification is credit hours only – you will see tuition & fees of $0 entered. This allows your BAH stipend to be processed sooner. A second certification will be submitted after the add/drop date with an updated tuition & fees amount, as well as updated credit hours if necessary.

Chapter 31 – Veteran Readiness and Employment (VR&E)

• Withdrawals – Please speak to your V&R counselor to discuss the impact withdrawing from a course may have on your benefits.

Chapter 33 – Post 9/11 GI Bill

• Attendance Verification – Monthly verification is now required for all students utilizing Chapter33 benefits who receive housing or kicker payments. If you fail to verify enrollment for two consecutive months, your MHA/kicker payments will be placed on hold.

  On the last day of each month, you will receive a text message or email from the VA requesting enrollment verification for that month.   For students NOT receiving MHA/kicker payments, you will be provided with more information before the enrollment verification requirement applies to you.

• Redshelf Fees – If your course has a RedShelf fee, it is applied to your account on day 10 of the course. Chapter 33 benefits do not cover these fees. Your book stipend can be used to help pay for this, but it must be paid directly from you to CSU Global by the term payment deadline.
• Withdrawals – Earning a “W” or “WA” grade in your course will create a debt that is owed to the VA, CSU Global or both. This includes being withdrawn for non-attendance, or withdrawing yourself. Chapter 35 – Dependents Educational Assistance (DEA)

Allowing Veterans to Attend or Participate in Courses Pending VA Payment

Section 103 of Public Law 115-407, the Veterans Benefits and Transition Act of 2018, amended 3679 subsection (e) of title 38, United States Code, to require educational institutions to provide protections for any covered individual using U.S. Department of Veterans Affairs (VA) Post 9/11 G.I. Bill® (Chapter 33) or Vocational Rehabilitation & Employment (Chapter 31) benefits, while payment to the institution is pending from the VA.

Pending Payment Compliance

In accordance with Title 38 US Code 3679(e), Colorado State University Global Campus adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post-9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation & Employment (Ch. 31) benefits, while payment to the institution is pending from VA.  Colorado State University Global Campus will not:

• Prevent the student’s enrollment;
• Assess a late penalty fee to the student;
• Require the student to secure alternative or additional funding;
• Deny the student access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution.

However, to qualify for this provision, such students are required to:

• Chapter 33 students must submit a VA Certificate of Eligibility (COE) by the first day of class
• Chapter 31 students must have a VA-1905 form on file from their VR&E Counselor
• Submit a Military Information Form at the start of benefit use, requesting for the benefit to be certified unless requested otherwise

Federal Military Tuition Assistance (Active Duty, Reserves & Guard)

• TA Authorizations: TA authorizations must be obtained each term that you plan to utilize TA benefits. Your TA authorization is only valid for the specific course(s) and dates listed on the authorization. If you change your course for this term, or change the course to another term, you must obtain a new authorization. Please check with your branch for application deadlines.
• Withdrawals: Per Department of Defense rules, earning a “W” or “WA” grade in your course will result in a review of your account to determine how much of your Tuition Assistance has been earned based on the amount of time you were enrolled in the term. CSU Global will return some or all of the TA funds awarded to Service Member who did not complete at least 60% of each course. This may create a balance on the CSU Global student ledger or a balance due to the military service branch. In some instances, a student could owe both CSU Global and the military service branch.

Colorado National Guard Tuition Assistance (State TA)

• Application Periods: Application periods for State TA are only open 3 times per year. Please visit the State TA website for information on current/upcoming semester application periods.
  • State TA Fall semester covers: FallB, FallC, FallD, WinterA & WinterB terms
  • State TA Spring semester covers: WinterC, WinterD, SpringA & SpringB terms (Summer semester funding is not guaranteed and is only available if State TA has remaining funding)
  • State TA Summer semester covers: SpringC, SpringD and FallA terms.
• Withdrawals: State TA does not cover withdrawn courses. Depending on the invoicing status, any withdrawn terms will either not be invoiced, or funds will be returned in full to the State TA office. . You are responsible for making payment to CSU Global directly.  All balances are due no later than 45 days after the end of the term.
